Tehran is prepared to restart atomic discussions with the United States on condition that it is treated with "dignity" and "respect", Tehran's top diplomat has declared.

The Iranian diplomat stated exclusively dialogue worked, and shared new appeals had been made by mediators to reopen negotiations with the American leadership. He said Iran did not have secret atomic facilities, and Tehran could not yet allow the global atomic watchdog to access attacked atomic facilities for protective measures.

Navigating a Challenging Route

The foreign minister is walking a complex route since Iran does not want be perceived to be acting from a stance of vulnerability, and he emphatically stated that Iran had arisen more resilient militarily and mentally from the joint assault on its enrichment centers in June.

He was speaking at a strategic meeting in Tehran where he reaffirmed that Iran had "an inalienable right to refine atomic fuel within its borders that it will perpetually retain" – the key factor of the deadlock in the previous talks.

Prior Discussions Abruptly Terminated

The prior phases of discussions between the United States and Iran were concluded unexpectedly and acrimonious termination on 12 June when the Israeli government, with American backing, attacked Iran's enrichment centers in a two-week conflict that concluded with the American leader claiming the locations had been destroyed. Following this, European countries used their privilege to reimpose international penalties, but Iran insists they have not had a major impact.

Ideal Resolution Offered

Iran's diplomats stated they felt they had attained a "ideal resolution" to the nuclear fuel concern in prior discussions, when it was decided an Iran-based consortium with US participation could process nuclear material. Each party would have been able to assert triumph since local refinement would have persisted and the US could be assured that Iran's nuclear programme was exclusively peaceful.

It had not been decided in the talks that Washington's technical specialists could work within Iranian territory, but that was a reasonable assumption of the partnership suggestion. Representatives asserted repeatedly they had achieved a deal with Trump's special envoy the US official only for the deal to collapse due to "opponents in the US".

Present Status

Tehran representatives said the consortium offer was now withdrawn, but it seems highly likely the suggestion could be reintroduced in some form if discussions resume.

The US president in recent days claimed he had been obtaining communications that Iran desired to resume discussions, but privately Iranian officials state they are not yet receiving consistent overtures from Washington either straightforwardly or from significant local go-betweens, such as Qatar, the Egyptian leadership, the Omani authorities and the Saudi kingdom. The Iran's state department has been criticized of non-responsiveness in the face of Trump's direct instinctive approach, but Iran asserts dialogue is not part of a performance.

Negotiating Standpoint

In his speech to the conference, intended to depict the US as a dominant force that abuses the concept of worldwide standards, Araghchi stated the 12-day war revealed the dispute could not be settled by combat operations. He asserted the strikes started with a Washington's ultimatum for an unconditional Iranian surrender and ended with an unconditional call for a truce.

Iran is certain the initial Israeli attacks were mounted with full US knowledge and cooperation, making trust difficult to rebuild.

Dialogue Stays the Ultimate Solution

The foreign minister said: "It was not Iran that had deserted diplomacy; it was the United States and the European states that had consistently attempted to enforce their desires during the negotiations. Negotiations can still be active and remains the final solution to resolve disputes, but its requirements, guidelines and tenets must be adhered to."

"Provided that they speak to the nation of Iran with the tone of dignity and honor, they will obtain a reply in the equivalent tone."

Repair and Recovery

In what is portrayed by Iran's diplomats as the struggle of recovery and reconstruction, Araghchi stated he was assured Iran's defence capabilities "have significantly improved than prior to 13 or 14 June of this year. All our capabilities have been reestablished. We acquired multiple understandings from this conflict; we have discovered our own weaknesses and the weaknesses of the adversary."

He added: "We effectively endured this war. Our atomic expertise, which they intended to eliminate, stays intact. The sites and equipment, if damaged, will be restored; what is crucial is the determination of the Iranian people and then the unity of the country that they sought to undermine, but did not succeed to break. The nation of Iran have grown more resilient, more integrated, and more supportive of the leadership and the nation in the aftermath of this invasion."
