Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. Both individuals remain in custody, the force said.

The arrests come after an investigation into an assault at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers had stolen from them their luggage upon exiting a car park lift.

A toddler aged three was one of the those hurt during the incident. Five people went to hospital for treatment and were later released.

Officers detained a man in his thirties on suspicion of theft and assault close to the location. He has since been released under investigation while inquiries continue.

Police were called at about 08:10 GMT after reports came in regarding a number of individuals hurt by a noxious substance thought to be an irritant spray.

The assault - which authorities stated was a standalone incident and not considered an act of terror - caused train delays and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility for a short time.
